(AP) ? BMW is giving fans of its 3-Series more room and better gas mileage in two important variations of the small luxury sports sedan that it's rolling out at the New York International Auto Show this week.

On Wednesday, the German automaker will formally unveil a new 3 Series Gran Turismo, which has a bigger distance between the front and rear wheels to create more rear-seat legroom and cargo space in the trunk. The company also will unveil the 328d in the U.S., a 3-Series equipped with a diesel engine that should get more than 40 miles per gallon on the highway.

The 3-Series is the top-selling luxury car in the U.S. BMW sold almost 99,000 3-Series sedans, coupes, and wagons last year, up more than 6 percent from 2011. Luxury automakers overall sold more than 1 million cars in the U.S. last year, an increase of almost 12 percent over 2011.

The Gran Turismo will be available in the fall at U.S. dealers, while the 328d will arrive at showrooms later this year.

Here are the highlights of the two vehicles:

UNDER THE HOOD: The Gran Turismo has the same engines and transmissions as the standard 3-Series: a 2-liter four-cylinder engine or a 3-liter inline 6-cylinder. All-wheel-drive is standard. The 328d will have a four-cylinder turbocharged diesel engine that puts out 180 horsepower. BMW says the car can go from zero to 60 in about 7.2 seconds.

OUTSIDE: The Gran Turismo has a sloped back and tailgate, and is 4.3 inches longer between the front and rear wheels than a standard 3-Series sedan. The 328d looks the same as the standard 3-Series except for a diesel badge.

INSIDE: The 328d's interior will look similar to the standard 3-Series, while the five-passenger Gran Turismo will have a little more back-seat legroom and a trunk that's one cubic foot larger than the regular 3-Series.

GAS MILEAGE: BMW says preliminary estimates show the diesel model gets 45 mpg on the highway. City mileage estimates weren't available. The Gran Turismo should get about what a standard 3-series gets: up to 36 mpg on the highway with a manual transmission and a four-cylinder engine and 33 mpg on the highway with the six cylinder motor and automatic transmission.

PRICE: About $40,000 to start for the diesel. The Gran Turismo 328i starts at just over $42,300. A 320i now starts at just under $33,000, while a 335i begins at just over $45,000.

CHEERS: The 328d brings great gas mileage and performance to the 3-Series, which already was strong in both categories. The Gran Turismo 328i promises a more comfortable ride for passengers on longer trips.

JEERS: The diesel and the Gran Turismo are pricey compared to some of the standard models.

Doc's Talk: Why Israel and Turkey Got Back Together

After nearly three years of intense political feuding following the Israeli raid on the Mavi Marmara -- a ship carrying international activists who were trying to break Israel?s blockade on Gaza -- Turkey and Israel agreed yesterday to resume diplomatic ties. In a phone call with Turkish Prime Minister Recep Tayyip Erdogan, Israeli Prime Minister Benjamin Netanyahu apologized for the deaths of nine Turkish citizens at the hands of Israeli forces and agreed to pay compensation. In return, Erdogan agreed to normalize relations between the two countries and to drop the prosecutions of Israeli officers in connection with the flotilla raid.
Turkey had previously demanded that, in addition to apologizing and paying compensation, Israel lift the blockade. In order to get around this last -- and thorniest -- condition, Netanyahu stressed that Israel has recently eased restrictions on civilian goods coming into Gaza, and he agreed to work with Turkey on improving the humanitarian situation there. The details of the arrangement still need to be worked out, but it appears that the two countries are well on their way to resuming cooperation in a number of areas.
It has been clear for some time that Israel was willing to make an apology to Turkey, but less clear whether Turkey would accept it. Now that election season is over in Israel, Netanyahu no longer has to worry about nationalist criticism over repairing ties with Turkey, and the temporary exclusion of former Foreign Minister Avigdor Lieberman from the cabinet removed the biggest obstacle to reconciliation on the Israeli side. But the politics in Turkey are a different story. The Palestinian issue has made Israel deeply unpopular there, and the feud has been politically valuable for Erdogan, who has been able to blast Israel any time he has wanted to divert attention away from sensitive domestic issues. Last month, for example, Turkish headlines were dominated by the government?s negotiations with Abdullah Ocalan, the leader of the separatist Kurdistan Workers? Party (PKK). When Erdogan publically called Zionism a crime against humanity, he chased the talks right off the front pages.
Given these domestic political benefits, Ankara has had little reason to reconcile with Israel until now. This week?s news, however, signals that Turkey has finally come to realize that it has more to lose than to gain from turning a cold shoulder to Israel. This is largely because Turkey can use Israel?s help on its most pressing foreign policy dilemma, the Syrian civil war, and on its top economic concern, energy security.
For Ankara, the Syrian crisis has been a major headache. Turkey has suffered a loss in trade, been forced to rely on NATO for Patriot missiles to defend against border threats, and accepted just under half a million Syrian refugees. Ankara?s demands for Assad to step down have fallen on deaf ears, and its requests for NATO intervention in the form of a no-fly zone and heavy arms for the Syrian rebels have also been brushed aside.
All this has been unfortunate for Turkey?s leaders, but it was the recent introduction of Syrian chemical weapons into the equation that really changed Turkey?s calculus; now more than ever, the country needs better intelligence and allies to bring an end to the civil war or at least prevent it from spilling over. Turkey cannot afford to have chemical weapons used anywhere near its border with Syria, and the longer the fighting goes on, the greater the chances of a chemical weapons strike gone awry. Israel simply has better intelligence on regional developments than Turkey does, and Turkey can use that help to monitor Assad?s weapons stores and troop movements on both sides. In addition, whereas the United States and other NATO countries have been reluctant to support the Syrian rebels in any meaningful way, Israel has a greater incentive to make sure that the moderate Sunni groups prevail over the more radical jihadist elements of the opposition. As the situation in Syria heats up, Turkey and Israel will be thankful that they can talk to each other and coordinate.
Another area in which Turkey needs Israel?s assistance is energy. Turkey?s current account deficit, which stood at $48.8 billion in 2012, is almost entirely a result of the country?s reliance on oil and natural gas imports; Turkey has no natural resources of its own. Furthermore, Turkey is paying through the nose for both Russian and Iranian natural gas, due to onerous price contracts. Earlier this month, I talked with a number of people in Turkey -- government ministers, opposition politicians, business tycoons, and trade group leaders -- and they all mentioned Turkey?s growing energy needs and lamented the country?s overreliance on Russian and Iranian natural gas. Israel, meanwhile, has just discovered two major natural gas basins, the Tamar and Leviathan fields, off its coast in the Eastern Mediterranean. Since Turkey has no hope of smoothing over ties with Cyprus, its longtime adversary, which has been the other main beneficiary of the Mediterranean gas boom, it will likely turn to Israel as a natural gas supplier. With Turkey?s economic growth slowing, Israel?s potential as a partner makes reconciliation more attractive now than at any point in recent years.
Other factors also made this week the ideal timing for Turkey to accept an Israeli apology. For starters, doing so during President Barack Obama?s trip to the region allowed Erdogan to hand the president a political victory. At the same time, Erdogan gets to claim that he brought Israel to its knees just as Turkish nationalists were gearing up to criticize him over negotiating with Ocalan and taking a softer line with the Turkish Kurds. A significant segment of the Turkish population still denies that there is a Kurdish problem and sees any government effort toward easing tensions as capitulating to terrorists. Following Ocalan?s speech on Thursday, which signaled a genuine break from the past by transforming the PKK?s fight against Turkey into a political struggle rather than an armed struggle, Erdogan now has both the political space to resume ties with Israel and the ability to spin the rapprochement with Israel as a nationalist victory in which Israel has ceded to Turkish demands.
Squabbling with Israel had its benefits for Erdogan, but with so many challenges facing Turkey, and with Obama pressuring both sides to make up, the time was finally right to do so. For the first time since the Mavi Marmara set sail, the economic and foreign policy gains that Turkey will realize by patching things up with Israel far outweigh the domestic political benefits of staying apart. Sometimes, a reliable friend is better than a reliable adversary.

(AP) ? Back and forth went Marquette and Butler, trading makes and misses in an intense rematch that made a case for being the best game so far of this NCAA tournament.

In the end, Vander Blue and the Golden Eagles pulled out another nail-biter as the Bulldogs couldn't muster any more of their March magic.

Blue scored 19 second-half points to rally third-seeded Marquette out of another hole, and the Golden Eagles survived 74-72 on Saturday to reach the round of 16 in the NCAA tournament.

"I know everybody in our team, we weren't ready to go home," said Blue, who made a last-second layup to win Marquette's first game of this tournament. "We had two close games ? we had a lot of those this year. What we went through earlier this year prepared us for this weekend."

Like November's first meeting between the teams at the Maui Invitational, won 72-71 by Butler on Rotnei Clarke's buzzer-beating 3-pointer, it came down to the final shot. Only this time, Butler missed.

"The difference in the game was the level of pressure they put on us in the second half and certainly the shots they made," Butler coach Brad Stevens said. "They had a few I didn't think were going in that bounced in.

"Our guys gave great effort on both ends of the floor. Our guys played their hearts out. I told them they had nothing to be ashamed about."

Marquette (25-8) will meet the winner of Sunday's game between Illinois and Miami on Thursday in the East Regional semifinals at Washington, D.C.

"We could have easily been beat by Davidson," Marquette coach Buzz Williams said. "We could easily have been beaten tonight. Our character, toughness and the resiliency of our guys is maybe unlike any team I've ever been around. I stand at attention and respect for how those kids are...

"It's just another Marquette game. We're not good enough to blow anybody out. We're just good enough to get blown out. And if we can turn it into a fight and make it ugly, then it probably trends toward it helps us the most."

It will be Marquette's third consecutive round of 16 appearance, but the Golden Eagles are seeking to move past that round for the first time since 2003, when Dwyane Wade led them to the Final Four.

"There were multiple times we could have gave up," said Blue, who finished with 29 points. "But there's something about this group. We're relentless and we want to win. We're not ready to go home yet."

Clarke's 24 points led Butler (28-9).

Blue led the Golden Eagles' rally from a 35-27 halftime deficit and tied the game at 69 on 3-pointer with 1:25 remaining.

That set the stage for more late-game drama by his teammates.

After Jamil Wilson's two free throws made it 71-69, Davante Gardner deflected Clarke's pass intended for Kellen Dunham underneath and then made the first of three late free throws for 74-70 lead with 4.7 seconds left.

After Wilson's goaltend on what would have been a layup by Andrew Smith cut the lead to two 2 seconds later, Blue almost became the goat by throwing away the inbounds pass intended for Wilson with 2.9 seconds left.

The Bulldogs, who seem to win every close game at this time of year, couldn't get a good last look. Smith took an off-balance 3 from up top that was way off, slamming into the backboard and setting off another Marquette celebration.

"We were trying to get a look for a 3," Butler guard Alex Barlow said the final shot. "If that wasn't open, we had options off of that. Marquette did a great job guarding it and unfortunately Andrew was unable to make the shot."

This could be the start of quite a rivalry. Next year, Butler joins the new Big East with Marquette.

Stevens' Bulldogs reached the championship game in 2010 and '11, but won't make the second weekend this year.

"You can control some things, you can't control others," Stevens said. "We're going to go back and wish we controlled a few things little bit better. ... We talk about all the close wins ... but the only commercial I ever see is a close loss, Butler vs. Duke (in the 2010 championship).

"We've been here before, we've lived it. And we'll move on."

Blue shot 9 of 15 from the field with three from long range, finishing just four points off his career high. Trent Lockett and Wilson each added 13 points for Marquette, which shot 23 of 54 (43 percent) and was 5 of 12 from beyond the arc.

The Bulldogs' defense also held Clarke to just six second-half points after he seemed ready to dominate the game by himself. Smith finished with 17 points.

(AP) ? Hunters killed more wild bison migrating from Yellowstone National Park this season than they have in decades, with the numbers driven by strong participation from American Indians who harvest the animals under longstanding treaty rights.

Roughly 250 bison have been killed since last fall after leaving Yellowstone for low-elevation winter range in Montana.

Combined with a mild winter, the means there's unlikely to be a repeat this year of the massive slaughters that have killed thousands of bison in the last two decades in the name of disease control.

Fewer bison leave the park when the weather is mild, and wildlife officials said the largest harvest since 1989 is relieving some of the pressures posed by a burgeoning population. The park had more than 4,200 animals at the season's start.

Still, hunting carries its own challenges, beyond criticism from animal rights advocates.

After scores of gut piles from harvested bison recently were found outside the park's northern boundary near the town of Gardiner, wildlife officials said they removed 8,000 pounds of bison waste and one carcass. That was done out of worry the remains could attract hungry grizzly bears now emerging from their winter dens, posing a safety risk to nearby residents.

In recent years, government agencies that oversee Yellowstone bison have moved away from the past practice of capturing them for slaughter or hazing them back into the park as soon as they cross the Montana boundary.

As a result, bison have access to tens of thousands of acres of historic grazing areas ? and hunters have more chance to shoot them.

"This season has been really, really busy," said Keith Lawrence, wildlife division director for Idaho's Nez Perce Tribe.

Since 2006, members of the Nez Perce have travelled to Montana to hunt bison under a 1855 government treaty that recognized the Yellowstone area as a traditional tribal hunting ground.

For Lawrence, that's much preferred to shipping bison to slaughter, which the tribe argues violates its rights by removing animals that hunters otherwise could harvest.

"We would like to see the population at a level where there's an annual migration," he said, adding that the tribe "is not interested in seeing a gross movement of animals" to slaughter.

Hunting is not allowed inside the park, so Yellowstone administrators rely on the killing of animals that migrate into Montana to keep the population in check. Park biologists recommended removing 450 bison this season.

A limited slaughter still is possible, park spokesman Dan Hottle said, and the U.S. Department of Agriculture is seeking up to 63 bison this year for use in an experimental animal contraception program.

Several other tribes with treaty rights also participated in this year's hunt, including the Confederated Tribes of the Umatilla Indian Reservation

The Umatilla police chief, Tim Addleman, said seven Umatilla hunting parties took 48 bison after traveling from their reservation in Oregon to the Yellowstone area, a distance of almost 700 miles. Each hunting party included a tribal wildlife officer and at least four people in addition to the hunter.

The large crew is necessary to carry out the laborious task of butchering animals that can weigh up to 2,000 pounds.

The tribes combined took an estimated 211 bison. State-licensed hunters took 37 during a three-month season that ended Feb. 15.

Many bison carry the disease brucellosis. If transmitted to cattle, it can cause pregnant animals to prematurely abort their calves.

Despite recent changes in federal policy that eased trade sanctions against states with brucellosis-infected cattle, Montana's livestock industry and its supporters are pushing to restore restrictions that would keep bison in the park.

That includes so-called "zero tolerance" bison legislation pending before the Montana Legislature and a state lawsuit that would reverse the state's decision to allow the animals to roam largely free in the 75,000-acre Gardiner Basin.

The state is fighting the lawsuit, and Montana Fish, Wildlife and Parks has come out against the zero tolerance measure.

Wildlife officials say the proposal harkens back to the late 1980s, when the state actively encouraged hunters to kill every bison that crossed the Montana line.

That resulted in a record 489 bison killed in 1989. It also trigged an international outcry that led to the cancellation of bison hunting until it resumed on 2005.

The hunts since then have been more closely regulated.

"Our goal was to as much as possible manage the population level through hunting as opposed to other means," said Pat Flowers, the Yellowstone region supervisor for Montana Fish, Wildlife and Parks. "If we can have a more consistent removal out of the park, we can get the population back down near the target of 3,000 to 3,500 bison."

Samsung Galaxy S4 launch event: A view from the outside

While Samsung, the press, and a handful of celebrities were busy unveiling the Galaxy S4 at the Unpacked event in Radio City Music Hall, things we're jumping nearby in Times Square. Videographer Martin Reisch (@safesolvent) was there, braving the chilly March New York weather to catch the highlights -- swing dancers and all.

While the over-the-top presentation may not have been everyone's cup of tea, Samsung has reason to be proud, and we expect to see a lot more of the Galaxy S4 advertised on TV and in print. We're looking forward to it!

Mitt Romney apologizes for not being elected president

At a gathering for conservatives to plot their future, there was a stark reminder of the past on Friday as failed presidential candidate Mitt Romney made his first public speech since election night.

?I am sorry that I won?t be your president,? Romney told the audience of the Conservative Political Action Conference (CPAC), ?but I will be your co-worker and I will stand shoulder to shoulder beside you.?

Since he accepted defeat to US President Barack Obama in the early hours of the morning on Nov. 7 last year in Boston, Romney has largely vanished from view. He is occasionally spotted on the ski slopes with his family, pumping gas or shopping at Costco.

He and his wife Ann have retired to La Jolla, California, where the Romney family keeps a home, although they did give an interview to Fox News last month.

The former Massachusetts governor was the first losing presidential candidate in nearly 25 years not to be in Washington on Inauguration Day.

Looking tanned since his time off the campaign trail, Romney delivered what sounded very much like his campaign speech.

He told vignettes about the Americans he met as he traveled across the country on the way to his eventual defeat.

Romney said he realized the awkwardness of his position.

?As someone who just lost the last election, I?m probably not the best person to chart the course for the next election,? he said.

Romney has never had a simple relationship with the conservative base, which always suspected he was too moderate on healthcare, abortion and other issues.

In past years, Romney won the conference?s straw poll for preferred presidential candidate, but audiences like CPAC are often filled with the sort of Republicans who were most suspicious of his conservative credentials.

Appearing at the same event last year, Romney declared himself to be ?severely conservative.?

That strained formulation did not warm conservatives? hearts and led to ridicule from some in the media.

For many gathered at a hotel here south of Washington, the lesson from Romney?s loss is a simple one: Republicans nominated a candidate who was not conservative enough.

On Thursday, Texas Governor Rick Perry, once Romney?s rival in the presidential primary, told the crowd: ?The popular media narrative is that this country has shifted away from conservative ideas, as evidence by the last two presidential elections. That?s what they think, that?s what they say. That might be true if Republicans had actually nominated conservative candidates in 2008 and 2012.?

?The fact is the base didn?t come out for him,? said Bob Vander Plaats, the president of the Family Leader and a prominent social conservative in the early-voting state of Iowa. ?No matter how much we did to push our base towards him that was a hard rope to push.?

Romney was received warmly by the audience and the former candidate thanked them for their ?earnest support.?

He did have one warning for conservatives.

?We particularly need to hear from the governors of the blue and purple states,? he said, advising conservatives not to give up on the states where he lost to Obama.

Romney mentioned two governors ? New Jersey?s Chris Christie and Virginia?s Bob McDonnell ? who were not invited to participate in the influential conference.

Both governors have been criticized for taking positions that part with Republican orthodoxy.

13 hurt in D.C. shooting: Police search for answers

After 13 were hurt in a D.C. shooting, police are looking for signs of a connection to another drive-by shooting in the same Northwest neighborhood last October.

Police say 13 people were hurt, one critically, when gunmen in a speeding car opened fire on a crowd standing outside an apartment building in northwest Washington, D.C. early Monday.

The?shooting?occurred around 2:10 a.m. in the area of New York Avenue and North Capitol Street, police Chief Cathy Lanier said.

Detectives were reviewing surveillance video showing gunshots being fired as two cars sped down the street in rapid succession, while a group of people on the sidewalk scattered and scrambled for cover. The police released the surveillance video to the public in hopes of gathering information on the gunmen. Police said shots came from at least one of the two cars.

The seriously wounded victim was shot in the back and was in critical condition Monday afternoon, police said. None of the other injuries was believed to be life-threatening, and the victims ? who were either grazed by bullets or shot mostly in the legs, hands or other extremities ? were reported to be conscious and breathing.

Police didn't immediately have a motive, and detectives were still interviewing witnesses and collecting bullet fragments and other evidence.

"We've got to interview a ton" of witnesses, said assistant police chief Peter Newsham.

The?shooting?occurred in the same area where multiple people were shot and wounded on consecutive weekends last October, though it wasn't immediately clear whether there was any connection.

Nor was it clear why the crowd was standing outside at that time of day, though Lanier said a club across the street had let out about 15 minutes earlier.

"Whether they came from the club, I'm not sure," Lanier said. "There is usually a pretty good crowd out here ? Saturday night, Sunday night."

To mayor, NYC soda ruling just 'temporary setback'

NEW YORK (AP) ? Despite Mayor Michael Bloomberg's bullishness, political realities and legal questions make for an uncertain future for one of the premier pieces of his legacy: a now-blocked ban on supersized sugary drinks.

The city lost no time Tuesday getting started on the next round of the fight after a judge nixed the first-of-its-kind regulation. Bloomberg called the strongly worded court ruling a "temporary setback" and emphasizing that the city is confident about winning an appeal. He predicted that in the meantime, the novel regulation would become a bellwether in the national fight against obesity.

"I don't think there's any doubt that momentum is moving in our direction," he said after convening a thicket of news cameras at a Manhattan diner that is voluntarily complying with the stricken-down rule.

While the city has ultimately prevailed in some similar cases, legal experts say it's unclear how judges will view whether health regulators overshot their authority in this one. Moreover, the appeal could linger beyond Bloomberg's term when it ends this year, and several of his would-be successors don't appear to have his appetite for pursuing it.

State Supreme Court Justice Milton Tingling's decision, issued Monday, says that the soda rule has so many exemptions that it's illegally arbitrary and that the Bloomberg-appointed Board of Health trod on the City Council's turf to impose it.

"This is a serious challenge to the city," particularly for saying the health board violated the separation-of-powers principle, said James Fanto, a Brooklyn Law School professor who specializes in business law and regulation.

The city filed a formal notice Tuesday of its appeal. The American Beverage Association and other opponents of the rule said they felt the judge's decision was strong and were confident in it.

The city's appeal will likely argue that the judge took too narrow a view of the 147-year-old health board's powers. Officials have noted that other groundbreaking health initiatives on Bloomberg's watch have survived court challenges: a 2006 rule requiring some restaurants to post calorie counts, for instance, was struck down, revised, challenged again and upheld.

To attack the finding that the law is arbitrarily ridden with loopholes, city lawyers could argue that any given regulation can't be expected to get at every source of a problem, said Cary Coglianese, a University of Pennsylvania Law School professor who studies regulatory processes.

The city also is stressing what it sees as the stakes: a city population in which 60 percent of adults and 40 percent of children are obese, $4 billion a year in obesity-related medical spending in the city alone, and national and local studies linking sugary drinks to weight gain.

Government actions generally enjoy some leeway in courts in light of the separation of powers. But judges tend to afford less deference to the decisions of executive agencies than to the majoritarian work of legislatures ? in this scenario, the City Council, said Steven Goldberg, a Pace Law School professor and former dean.

Bloomberg said Tuesday he has no plans to try to get the council to pass the soda rule, which bars eateries as disparate as corner delis and arena concessions from selling non-diet soda, sweetened juice and some other sugary drinks in portions bigger than 16 ounces. The city believes in the health board's authority over the issue and wants a higher court to affirm it, he said.

The appeal could easily take a year or more, potentially leaving the next mayor with a decision about whether to keep pressing it.

Several Republican and Democratic contenders have criticized the ban. "Thank goodness the court intervened," cheered one, Democrat John Liu, now the city comptroller.

City Council Speaker and frequent Bloomberg ally Christine Quinn, so far the Democratic front-runner in the heavily Democratic city, told CNN host Piers Morgan on Monday that the big-soda ban "isn't something I support." But she said Tuesday that officials should "let this make its way through the court, and we'll see where we end up."

Meanwhile, one of her Democratic rivals, city Public Advocate Bill de Blasio, was by Bloomberg's side applauding the measure.

"This is a crisis that must be addressed, he said, and "the mayor is doing that."

For a mayor who has made unconventional public health initiatives a key part of his agenda, Monday's court decision is at least a distracting roadblock.

The soda rule revived complaints that he's turning a tough town into a "nanny state." The New York Post has pictured him as "Mayor Poppins" alongside stories about it.

And the court ruling could fuel longtime perceptions of him as high-handed and sometimes deaf to the democratic process, a criticism that hit a fever pitch when he persuaded the City Council to extend term limits in 2008 so he could run again after voters had twice approved the previous limit.

Tingling, the trial-level court judge, called the sugary drinks regulation "arbitrary and capricious," language that comes from a legal standard but could strike non-lawyers as an echo of the "imperial mayor" his critics sometimes deride.

Fairly or not, the ruling "makes it easier to paint him as someone who's kind of overbearing and autocratic," said Queens College political science professor Michael Krasner.

New Yorkers are divided on the issue, with 51 percent against it and 46 percent supporting it in a recent Quinnipiac University poll.

For his part, Bloomberg shrugs off questions about whether the soda contretemps has sapped his political capital, saying he's "trying to do what's right" and thinks the public ultimately will agree with him. He foresees smaller sodas becoming as normal as smoke-free bars, another change that was controversial when he led a charge for it more than a decade ago. The City Council passed it in 2002.

"The mayor's right: Leadership requires sticking your neck out," says Douglas Muzzio, a Baruch College political science professor who specializes in city politics.

As for whether the public will reward him for it, "This may not be one of those cases, or it may be."

Former Sen. Joe Lieberman Back in Washington for ?Internationalism? Project

In recent years, a number of prominent lawmakers have either renounced their party or been excommunicated.

The late Sen. Arlen Specter, D-Pa., abandoned his Republican roots in 2009, only to suffer the indignity of losing to Joe Sestak in the 2010 Democratic primary. (Adding insult to injury, Sestak then lost to Republican Pat Toomey in the general election.)

Former Rep. Artur Davis, D-Ala., who did not seek reelection in 2010 so he could run for governor (he, too, lost), formally rescinded his support of President Obama during a speech at the 2012 Republican National Convention in Tampa, Fla.

No instance of a lawmaker defying his party has drawn more scrutiny than that involving former Sen. Joe Lieberman, ID-Conn., Al Gore?s running mate in 2000 and, eight years later, a speaker at the Republican National Convention in St. Paul, Minn.

Lieberman, who provoked the ire of the Democratic establishment by supporting the Iraq war in the face of mounting casualties, was defeated in Connecticut?s 2006 Democratic Senate primary by political neophyte Ned Lamont, but he prevailed in the general election with 49 percent of the vote. (Lamont received 39 percent, and Republican nominee Alan Schlesinger got 9 percent.) Lieberman then announced last year he would retire at the end of his fourth term in the Senate.

On Monday, Lieberman once again demonstrated his willingness to partner with conservatives on national security issues by agreeing to cochair the American Internationalism Project at the American Enterprise Institute.

Speaking by phone Tuesday, Lieberman said the project is ?concerned with trying to rebuild a bipartisan sense of support for internationalism.? He added, ?I think that there?s less interest in American international leadership. The reasons are understandable, such as the growing economic pressure the country is under. But my feeling has always been, if we pull back from American international leadership, you ultimately pay for it anyway, both in terms of our economy but in terms of security.?

He will be joined as project cochairman by former Sen. Jon Kyl, R-Ariz., who also retired after the last Congress and became a visiting fellow at AEI.

Lieberman, 71, was first elected to the Senate in 1988 and later gained notoriety among Democrats for criticizing President Clinton on the floor for the latter?s seedy extracurricular activities. In 2000, he came within a whisker of becoming the first Jewish vice president, then ran for president four years later but dropped out soon after the New Hampshire primary.

During President George W. Bush?s second term, public opinion soured on the Iraq war and the hawkish senator from one of the bluest states in the country lost the Democratic Senate primary but won as an independent in the general election. He continued to caucus with Senate Democrats, but insisted on being labeled as an ?independent Democrat.?

Cardinals count down to conclave with final talks amid debate over manager or pastoral pope

VATICAN CITY - Cardinals gathered for their final day of talks Monday before the conclave to elect the next pope, amid debate over whether the Catholic Church needs more of a manager pope to clean up the Vatican or a pastoral pope who can inspire the faithful at a time of crisis.

There were indications that plenty of questions remained about the state of the church and the best man to lead it heading into Tuesday's conclave: Not all the cardinals who wanted to speak were able to Monday and the cardinals were forced to take a vote about continuing the discussion into the afternoon.

In the end, a majority of cardinals chose to cut short the formal discussion, and the cardinals who did speak shortened their comments, according to the Vatican spokesman the Rev. Federico Lombardi.

One of the main presentations came from Cardinal Tarcisio Bertone, the Vatican No. 2 who heads the commission of cardinals overseeing the scandal-marred Vatican bank. He outlined the bank's activities and the Holy See's efforts to clean up its reputation in international financial circles, Lombardi said.

The Holy See's finances, and particularly the work of the Vatican bank have been under the spotlight during these pre-conclave meetings as cardinals seek to investigate allegations of corruption in the Vatican administration and get to the bottom of the bank's long history of scandal and secrecy.

Cardinal Thomas Collins of Toronto, Canada, acknowledged the importance of the task at hand, telling reporters as he arrived Monday: "Yes, tomorrow is a very important day in the history of the church."

There's no clear front-runner for a job most cardinals say they would never want, but a handful of names are circulating as top candidates to lead the 1.2 billion-strong church at a critical time in its history.

Cardinal Angelo Scola has serious management credentials, running the archdiocese of Milan ? Italy's largest and most important ? and before that Venice, both of which have produced several popes in the past.

He's affable and Italian, but not from the Italian-centric Vatican bureaucracy. That makes him attractive perhaps to those seeking reform of the nerve centre of the Catholic Church, which was exposed as corrupt and full of petty turf battles by the leaks of papal documents last year.

Brazilian Cardinal Odilo Scherer seems to be favoured by the Vatican Curia, or bureaucracy. Scherer has a solid handle on the Vatican's finances, sitting on the governing commission of the Vatican bank, the Institute for Religious Works, as well as the Holy See's main budget committee.

As a non-Italian, the archbishop of Sao Paolo would be expected to name an Italian insider as secretary of state ? the Vatican No. 2 who runs day-to-day affairs at the Holy See ? another plus for Vatican-based cardinals who would want one of their own running the shop.

The pastoral camp seems to be focusing on two Americans, Cardinals Timothy Dolan of New York and Sean O'Malley of Boston. Neither has Vatican experience, though Dolan served in the 1990s as rector of the Pontifical North American College, the U.S. seminary up the hill from the Vatican. He has admitted his Italian isn't strong ? perhaps a handicap for a job in which the lingua franca of day-to-day administration is Italian, and the pope's other role is bishop of Rome.

If the leading names fail to reach the 77 votes required for victory in the first few rounds of balloting, any number of surprise names could come to the fore as alternatives.

Those include Cardinal Luis Tagle, archbishop of Manila. He is young ? at age 55 the second-youngest cardinal voting ? and was only named a cardinal last November. While his management skills haven't been tested in Rome, Tagle ? with a Chinese-born mother ? is seen as the face of the church in Asia, where Catholicism is growing.

Whoever it is, the new pope will face a church in crisis: Benedict XVI spent his eight-year pontificate trying to revive Catholicism from the secular trends which have made it almost irrelevant in places like Europe, once a stronghold of Christianity. Clerical sex abuse scandals have soured many faithful on their church, and competition from rival evangelical churches in Latin America and Africa has drawn souls away.

Tuesday begins with the cardinals checking into the Vatican's Domus Sanctae Martae, a modern, industrial-feel hotel on the edge of the Vatican gardens. While the rooms are impersonal, they're a step up from the cramped conditions cardinals faced before the hotel was first put to use in 2005; in conclaves past, lines in the Apostolic Palace used to form for using bathrooms.

Tuesday morning, the dean of the College of Cardinals, Angelo Sodano, leads the celebration of the "Pro eligendo Pontificie" Mass ? the Mass for the election of a pope ? inside St. Peter's Basilica, joined by the 115 cardinals who will vote.

They break for lunch at the hotel, and return for the 4:30 p.m. procession into the Sistine Chapel, chanting the Litany of Saints, the hypnotic Gregorian chant imploring the intercession of the saints to help guide the voting. They then take their oath of secrecy, listen to a meditation by elderly Maltese Cardinal Prosper Grech, and cast the first ballots.

The first puffs of smoke from the Sistine Chapel chimney should emerge sometime around 6:30 p.m. Black smoke from the burned ballot papers means no pope. White smoke means the 266th pope has been chosen.

White House: You have a right to unlock your cell phone | Mobile ...

The White House today backed an Internet petition asking the Library of Congress to change its stance on the legality of smartphone unlocking.

In a post on the We The People blog, R. David Edelman, the White House senior adviser for Internet, innovation and privacy, said the administration agrees with those who signed the petition, and aims to support any legislation that would remedy the issue.

"The White House agrees with the 114,000 plus of you who believe that consumers should be able to unlock their cell phones without risking criminal or other penalties," Edelman wrote. "In fact, we believe the same principle should also apply to tablets, which are increasingly similar to smartphones."

Edelman added that the issue falls within the realm of the Federal Communications Commission, and to some degree mobile device manufacturers to make sure "customers can fully reap the benefits and features they expect when purchasing their devices."

"This is a big victory for consumers, and I'm glad to have played a part in it," petition creator Sina Khanifar told CNET in an e-mail. "A lot of people reacted skeptically when I originally started the petition, with lots of comments to the effect of 'petitions don't do anything.'
