Palestinians despair over likely Netanyahu win

(AP) ? Palestinian officials largely view Benjamin Netanyahu's expected re-election with despair, fearing the Israeli hard-liner's ambitious plans for settlement construction over the next four years could prove lethal to their dreams of a state.

Some in Palestinian President Mahmoud Abbas' circle hold out hope that President Barack Obama will re-engage in the Israeli-Palestinian conflict, and, freed from domestic electoral considerations in his second term, get tougher with Netanyahu on settlements. One aide suggested Europe is ready to jump in with its own peace plan if Washington is not.

But short of trying to rally international opinion, it seems Abbas can do little if Netanyahu wins Tuesday.

Israeli polls indicate that a majority of seats in Israel's 120-member parliament will go to right-wing, pro-settler or Jewish ultra-Orthodox religious parties, with Netanyahu's Likud the largest among them. Netanyahu could comfortably form a coalition government with these parties, seen as his natural ideological allies.

Even if he adds a centrist party to the mix, he's unlikely to shift course from the pro-settler policies of his current government.

Under Netanyahu, construction reportedly began on nearly 6,900 settlement homes in the West Bank, captured by Israel in the 1967 war, along with Gaza and east Jerusalem. The Palestinians want to set up a state in the three territories.

That's a bit less than what was started by Netanyahu's predecessor, but many of the new homes are deeper in the West Bank, the Israeli anti-settlement group Peace Now said this week. Thousands more apartments are in various stages of planning, Peace Now said, predicting an "explosion" of settlement construction in coming years.

Since 1967, Israel has moved more than half a million of its citizens to the West Bank and east Jerusalem.

The conflict with the Palestinians and the fate of the occupied lands, hotly debated in Israel for decades, were largely missing from Israeli political discourse this campaign season. The centrist Labor Party, which led peace talks with the Palestinians in the past, has shifted almost exclusively to domestic concerns, such as growing income gaps.

A research department in the Palestine Liberation Organization, reviewing Israeli party platforms, concluded that most parties proposed to manage the conflict with the Palestinians, not end it.

"This appears to scorch all hopes for the internationally endorsed two-state solution," the department wrote in an internal memo distributed to Palestinian officials and foreign diplomats.

Abbas aide Mohammed Ishtayeh said he and other senior officials have been watching the Israeli campaign closely.

"The first strong impression is that peace is not on the agenda of the Israeli parties, and it's clear that Netanyahu is winning," he said.

A Netanyahu victory "will be hard for us because it means more and more building in the settlements." he added.

Palestinians believe hopes for their state are slipping further away with each new settlement home, and that partition of the land between the Mediterranean and the Jordan River may soon no longer be possible.

Abbas has warned in a series of meetings with visiting Israeli politicians and mayors in recent months that Netanyahu's policies will force Israelis and Palestinians to live in a single state, said an Abbas aide who spoke on condition of anonymity because he was not authorized to talk about closed-door discussions.

"President Abbas warned Israeli party leaders that in the short run, this one state imposed by Netanyahu will be an apartheid state, but in the long run, our grandchildren will ask for equality," the aide said.

Settlements are at the core of the paralysis in peace efforts talks since late 2008. Netanyahu refuses to freeze construction, rebuffing Abbas who says there is no point in negotiating while settlements steadily gobble up more of the occupied lands.

The standoff is likely to continue, though the Palestinians believe their diplomatic leverage has improved.

In November, the U.N. General Assembly recognized a state of Palestine in the West Bank, Gaza and east Jerusalem. The vote, while largely symbolic, affirmed the 1967 frontier which the Palestinians want to be the base line for future border talks. Netanyahu, while willing to negotiate, wont' recognize the 1967 lines as a point of reference and wants to keep all of Jerusalem and parts of the West Bank.

Some Palestinian officials hope Obama will now be tougher with Netanyahu. Palestinians were disappointed in Obama's performance in his first term, with the president seen as having backed down in a showdown with Netanyahu over settlements.

Earlier this week, there were signs of a more assertive president.

An American columnist with close ties to the White House described Obama's disdain for Netanyahu, warning that Israel's relations with the U.S. could suffer if the Israeli government doesn't change its policies. The columnist, Jeffrey Goldberg, quoted the president as saying that "Israel doesn't know what its own best interests are."

Nabil Shaath, another Abbas aide, said the Obama administration needs to become more assertive.

The Americans "keep talking about negotiations and the need to restart the negotiations," said Shaath. "But what is needed is for the U.S. to pressure Israel to stop settlement activities and to go to real negotiations, to reach an agreement within six months."

Europe might also get more involved, he said. France, Britain and Germany are working on a peace initiative and are trying to get the U.S. on board, he said, adding that "there is nothing written on paper."

Palestinian officials have said they might also try to challenge a Netanyahu-led Israel in other ways, including by seeking war crimes charges at the International Criminal Court over settlement building. However, such a move would likely anger the U.S. and Abbas has not taken any concrete steps in that direction.

While those around Abbas privately agonize over four more years of Netanyahu, many ordinary Palestinians seem indifferent to the outcome of the vote.

Wajdi Sbeih, an electrical engineer from the West Bank town of Ramallah, said he'll watch the results Tuesday night, but won't care much. "The Labor Party came, the Likud came, but when it came to the Palestinians, they all had the same politics," he said.

Did Google Kill This Donkey?Sometimes Google's Street View cars return some pretty astounding pictures. Like yesterday when a picture appeared on Reddit of a donkey that commenters thought Google ran over and left for dead.

It gained so much steam that Google had to respond: They didn't kill the donkey. But it sure looked like they did.

Google's Street View cars traverse the globe in order to give people that don't like to go outside an idea of what other parts of the world are like. On a recent visit to map out part of Botswana, the car passed by a donkey on dirt road.

The first picture shows the happy ? and possibly warm ? donkey standing upright, as donkeys tend to do. The second picture shows the donkey standing next to Google's car. But the shot just after the car passes tells a different story.

Instead of continuing upright, the donkey is lying on the ground, kind of like what dead things do. This made an internet explorer upset and they took to the internet to see if Google might have actually killed a little donkey.

Google's response just went up in a cleverly titled blog post. Did Google Kill This Donkey?

Because of the way our 360-degree imagery is put together, it looked to some that our car had been involved in an unseemly hit and run, leaving the humble beast stranded in the road.

As our imagery below shows, the donkey was lying in the path - perhaps enjoying a dust bath - before moving safely aside as our car drove past. I'm pleased to confirm the donkey is alive and well.

Basically, people were looking at the photos in the wrong order. The donkey was lying down first and then got up, not vice versa.

Phew. We're happy to find out that Google doesn't have donkey blood on its hands. That would be embarrassing. Run free little donkey!

Bombs in Iraq kill 22, mostly pilgrims

BAGHDAD (AP) ? Insurgents unleashed a string of bomb attacks mainly targeting Shiite Muslim pilgrims across Iraq on Thursday, killing at least 22 people and extending a wave of deadly bloodshed into a second day.

The eruption of violence follows nearly two weeks of relative calm, and threatens to enflame rising tensions among Iraq's ethnic and sectarian groups.

The worst attack took place near Dujail, 80 kilometers (50 miles) north of Baghdad, where a pair of car bombs exploded near pilgrims who were traveling on foot to a shrine in the town of Samarra.

The head of the Salahuddin provincial health directorate, Raed Ibrahim, said 11 people were killed and more than 60 were wounded in that attack.

"We heard thunderous explosions, and everybody went outside and saw burning cars and several bodies on the ground. Market stalls on both sides of the road were on fire," said Naseer Hadi, who works in the Dujail post office.

The pilgrims were heading to Samarra to commemorate the death of two prominent Shiite Imams who are buried in the al-Askari shrine there.

A 2006 bombing at the gold-domed shrine that was blamed on al-Qaida in Iraq set off years of retaliatory bloodshed between Sunni and Shiite extremists that left thousands of Iraqis dead and pushed the country to the brink of civil war.

The attacks in Dujail came hours after a car bomb struck a bus carrying foreign pilgrims near the southern Shiite holy city of Karbala. Four people were killed and 12 were wounded in that attack, according to police and hospital officials.

The explosion tore through the undercarriage and blew out most of the windows of the white and blue tour bus that got hit. Nusaif al-Kitabi, deputy chairman of the Karbala provincial council, said the bus was carrying pilgrims from Afghanistan.

In the town of Qassim, 125 kilometers (78 miles) south of Baghdad, a parked car bomb exploded near a bus stop, killing five people and wounding 20. The casualties included Shiite pilgrims who were heading to Karbala, said police and hospital officials.

Shiite pilgrims are a favorite target for Sunni insurgents who seek to undermine the country's Shiite-led government and provoke a return to sectarian fighting.

In northeastern Baghdad, a roadside bomb apparently meant to hit an army patrol missed its target and struck a civilian car, killing 2 passengers and wounding two others, said police and hospital officials. Like most other officials, they spoke on condition of anonymity because they were not authorized to release the information to reporters.

Thursday's bloodshed comes a day after a wave of attacks killed at least 33 people across Iraq in the country's deadliest day in more than a month.

Dreamliner Problems in Japan, Grounded in San Jose

Japan's two biggest airlines grounded all their Boeing 787 aircraft for safety checks Wednesday after one was forced to make an emergency landing in the latest blow for the new jet.

The actions immediately affected flights where the Dreamliner is used; including at Mineta San Jose International Airport, where officials held a big event to introduce its new flights to Japan on All Nippon Airways last week. So far ANA has made four trips in and out of San Jose since Friday, but all ANA flights are put on hold until further notice.

A Dreamliner scheduled to leave Lindbergh Field at San Diego International Airport was also grounded.

All Nippon Airways said a cockpit message showed battery problems and a burning smell was detected in the cockpit and the cabin, forcing the 787 on a domestic flight to land at Takamatsu airport in western Japan.

The 787, known as the Dreamliner, is Boeing's newest and most technologically advanced jet, and the company is counting heavily on its success. Since its launch, which came after delays of more than three years, the plane has been plagued by a series of problems including a battery fire and fuel leaks. Japan's ANA and Japan Airlines are major customers for the jet and among the first to fly it.

Japan's transport ministry said it received notices from ANA, which operates 17 of the jets, and Japan Airlines, which has seven, that all their 787s would not be flying. The grounding was done voluntarily by the airlines.

The earliest manufactured jets of any new aircraft usually have problems and airlines run higher risks in flying them first, said Brendan Sobie, Singapore-based chief analyst at CAPA-Center for Aviation. Since about half the 787 fleet is in Japan, more problems are cropping up there.

"There are always teething problems with new aircraft and airlines often are reluctant to be the launch customer of any new airplanes," Sobie said. "We saw it with other airplane types, like the A380 but the issues with the A380 were different," he said.

Japan's transport ministry categorized Wednesday's problem as a "serious incident" that could have led to an accident, and sent officials for further checks to Takamatsu airport. The airport was closed.

It was unclear how long the Dreamliners would remain grounded. ANA said 14 flights were changed to other aircraft, while 31 domestic and seven international were canceled. JAL said eight were canceled, while two were changed to a Boeing 777.

ANA executives apologized, bowing deeply at a hastily called news conference in Tokyo.

"We are very sorry to have caused passengers and their family members so much concern," said ANA Senior Executive Vice President Osamu Shinobe.

One male in his 60s was taken to the hospital for minor hip injuries after going down an emergency slide from the aircraft, the fire department said. The other 128 passengers and eight crew members were uninjured, according to ANA.

The grounding in Japan was the first for the 787, whose problems had been brushed off by Boeing as teething pains for a new aircraft. The transport ministry had already started a separate inspection Monday of another 787 jet, operated by Japan Airlines, which had leaked fuel at Tokyo's Narita airport after flying back from Boston, where it had also leaked fuel.

A fire ignited Jan. 7 in the battery pack of an auxiliary power unit of a Japan Airlines 787 empty of passengers as the plane sat on the tarmac at Boston's Logan International Airport. It took firefighters 40 minutes to put out the blaze.

ANA canceled a domestic flight to Tokyo on Jan. 9 after a computer wrongly indicated there was a problem with the Boeing 787's brakes. Two days later, the carrier reported two new cases of problems with the aircraft ? a minor fuel leak and a cracked windscreen in a cockpit.

The 787 relies more than any other modern airliner on electrical signals to help power nearly everything the plane does. It's also the first Boeing plane to use rechargeable lithium ion batteries, which charge faster and can be molded to space-saving shapes compared to other airplane batteries. The plane is made with lightweight composite materials instead of aluminum.

The U.S. Federal Aviation Administration said in a statement that it is "monitoring a preliminary report of an incident in Japan earlier today involving a Boeing 787."

It said the incident will be included in the comprehensive review the FAA began last week of the 787 critical systems, including design, manufacture and assembly. U.S. government officials have been quick to say that the plane is safe. Nearly 50 of them are in the skies now.

GS Yuasa Corp., the Japanese company that supplies all the lithium ion batteries for the 787, had no comment as the investigation was still ongoing. Thales, which makes the battery charging system, had no immediate comment.

In Tokyo, the transport minister, Akihiro Ota, said authorities were taking the incidents seriously.

"These problems must be fully investigated," he said.

Boeing has said that various technical problems are to be expected in the early days of any aircraft model.

"Boeing is aware of the diversion of a 787 operated by ANA to Takamatsu in western Japan. We will be working with our customer and the appropriate regulatory agencies," Boeing spokesman Marc Birtel said.

The U.S. National Transportation Safety Board is aware of Wednesday's emergency landing in Japan and is gathering information on the incident, said Kelly Nantel, a spokeswoman for the board.

In Wednesday's incident, a cockpit instrument showed a problem with the 787's battery and the pilot noticed an unusual smell, the airline said. The flight requested and was granted permission to make an emergency landing at Takamatsu airport.

Aviation safety expert John Goglia, a former National Transportation Safety Board member, said the ANA pilot made the right decision.

"They were being very prudent in making the emergency landing even though there's been no information released so far that indicates any of these issues are related," he said.

But much remains uncertain about the problems being experienced by the 787, said Masaharu Hirokane, analyst at Nomura Securities Co. in Tokyo.

"You need to ensure safety 100 percent, and then you also have to get people to feel that the jet is 100 percent safe," Hirokane said.
