AT&T, Verizon, T-Mobile Share Spectrum - Business Insider

Ever been in a crowded place and you can't get service on your phone to make a call?

Sometimes there are too many phones on your service provider's network. Smartphones have made the situation worse, because watching videos and chatting on FaceTime hogs the network.

Three carriers just signed an unprecedented deal to try and solve that problem. For the first time AT&T, Verizon and T-Mobile have agreed to experiment with sharing network space with each other and the federal government.

In the past, the government has auctioned off network space, known in geek speak as wireless spectrum. Each carrier got its own spectrum. But they desperately need more. The Feds have it and its sitting mostly unused, reserved for the military.

Carriers have been after Washington for eons to auction it off. But there are reasons not to like what if, heaven forbid, there's a war and the military needs it?

Sharing it between all the carriers and the feds seems a natural solution, but it's not something that the carriers ever wanted to try. They'd rather let their competitors run out of room.

But this chunk of spectrum is so big and juicy the three have agreed to experiment with sharing it. (More geek speak: 95 MHz of spectrum in the 1755 - 1850 MHz band.)

The biggest selling point: this spectrum is already being used by carriers in Europe, "so there are plenty of smartphones available without having to manufacture products with new frequencies," wireless industry pioneer George Schmitt told Business Insider. Schmitt is CEO of MB Technology Holdings, a company that makes the tech that lets carriers share spectrum and one of the guys that invented the wireless industry. As former CEO for one of the first mobile phone carriers, PCS PrimeCo (now Verizon Wireless), he bought $2.5 billion worth of spectrum from the feds 16 years ago.

Schmitt says this deal would let carriers handle double to quadruple the number of phone calls and video downloads they could handle now.

"Demand could go up a couple 100 percent and there will still be plenty of capacity," he says.

Better still, if carriers could figure out how to share, this could lead to better coverage in rural areas and faster adoption of a new wireless technologies, like something called White Spaces Super Wi-Fi.

NBC News president Steve Capus stepping down

NEW YORK (AP) ? NBC News President Steve Capus, who presided over years of strong ratings at the news division but was hurt by the downfall of the "Today" show, said Friday that he was resigning.

He was a longtime producer for Brian Williams before being appointed by Jeff Zucker, at the time chief of NBC Universal, to run the news division on the week that Hurricane Katrina struck New Orleans in 2005.

"It is a privilege to have spent two decades here, but it is now time to head in a new direction," said Capus, who did not announce future plans.

His influence at the news division was curtailed last year when Comcast Corp., NBC's new corporate parents, appointed Pat Fili-Krushel to oversee news operations. NBC News oversees not only the network newscasts, but also the cable networks CNBC and MSNBC.

Williams' nightly newscast has spent much of Capus' tenure at the top of the ratings, the traditional yardstick for network news success.

But the "Today" show has taken a hard fall in the ratings over the past year and now runs a consistent second to "Good Morning America." NBC was widely criticized for mismanagement of Ann Curry's dismissal as a "Today" anchor, which sent the ratings into a deep tumble.

Fili-Krushel set out a new temporary management structure, increasing the authority of executives Alex Wallace and Antoine Sanfuentes, until she names a successor.

WASHINGTON (AP) ? Secret Service Director Mark Sullivan announced his retirement Friday, bringing to a close a turbulent period for the law enforcement agency that included a South American prostitution scandal and a pair of White House gate-crashers.

In nearly seven years as director, Sullivan had to answer serious questions from lawmakers on two occasions about his employees' actions on the job and off.

Last May, in testimony before Congress, Sullivan apologized for the conduct of Secret Service employees caught in a prostitution scandal in Colombia. Thirteen agents and officers were implicated after an agent argued with a prostitute over payment in a hotel hallway in Cartagena, Colombia.

The employees were in the Caribbean resort city in advance of President Barack Obama's arrival for a South American summit in April. After a night of heavy partying in some of Cartagena's bars and clubs, the employees brought women, including prostitutes, back to their hotel. Eight of those Secret Service employees were forced out of the agency, three were cleared of serious misconduct and at least two were fighting to get their jobs back.

The incident prompted Sullivan to issue a new code of conduct that barred employees from drinking within 10 hours of the start of a shift and from bringing foreigners to their hotel rooms

In 2009, Sullivan had to answer questions about how a pair of aspiring socialites talked their way into a state dinner at the White House. That the pair made it into the highly secured event was not only a violation of protocol but raised questions about how easily an unauthorized person could gain close access to the president and vice president.

"In this case, I fully acknowledge the proper procedures were not followed and human error occurred in the execution of our duties," Sullivan told lawmakers after the incident.

Sullivan struck a similar tone in May when he apologized to lawmakers for the behavior of the Secret Service employees in Colombia, insisting that the incident was not indicative of a larger culture problem at the agency.

Sullivan's retirement is effective Feb. 22. His replacement has not been announced.

In an internal message Sullivan sent to employees Friday, he said he was "extremely proud to have had the opportunity to work with the men and women of the Secret Service and represent an agency so deserving of its reputation as one of the finest law enforcement agencies in the world."

Sullivan joined the Secret Service in 1983 after three years as a special agent in the Inspector General's Office at the Department of Housing and Urban Development. He was appointed director in 2006.

Despite the scandals and questions from lawmakers, he maintained support from Obama, Homeland Security Secretary Janet Napolitano and numerous lawmakers.

"I want to thank Mark Sullivan for nearly 30 years of service to our nation at the United States Secret Service, a tenure that saw the agency protect five first families including my own," Obama said in a statement. "And since 2006, as director, Mark has led the agency with incredible dedication and integrity."

Napolitano thanked Sullivan for his service. "His commitment to keeping our country and its top officials safe is unparalleled and his devotion to the mission of the Secret Service and Department of Homeland Security has been unwavering," she said in a statement.

In three decades with the Secret Service, Sullivan's career took him to Detroit, Columbus, Ohio, and ultimately Washington, where he served on the security detail for President George H.W. Bush.

Sullivan, who is from a large Irish Catholic family, has been married to his wife, Laurie, for more than 20 years, and they have three daughters. He loves hockey and played in an adult league until a few years ago.

"If you were casting someone for the role of director of the Secret Service, he looks the part," Sullivan's former boss in the service's Detroit division, James Huse, told the AP last year. "He's a tall, handsome Irishman, with grey hair and the demeanor of a born leader."

Analysis: Israel airstrike to complicate Syria crisis

There may have been confusion about the target of the attack, but there is no doubt who was behind a deadly airstrike in Syria early on Wednesday.

The Syrian government said Israeli fighter jets struck a research facility northwest of the capital Damascus, killing two people.

The Pentagon said Israeli war planes struck a convoy that was transporting weapons to Hezbollah in southern Lebanon.

Israeli forces conducted an airstrike on a convoy on the Syrian-Lebanese border Wednesday. NBC's Richard Engel joins Brian Williams with his analysis.

Either way, the action and its consequences could widen and complicate the ongoing Syrian conflict on multiple fronts.

It also raises questions about Israel's vulnerabilities: What was so important of a target that compelled Israel to act? And what was Israel afraid would fall into the hands of Hezbollah?

In recent days, Iran's ambassador to Syria and a senior aide to Iran's supreme leader both reiterated that an attack on Syria would constitute an attack on Iran. The comment was originally intended to dissuade western countries, specifically NATO, from taking any kind of action against Syria by force like they did in Libya.

Officials in Tehran referred to Syria as part of the 'axis of resistance' to Israeli and Western aggression across the region. If Iran's words are to be taken seriously, the recent Israeli attack on Syria would be a triggering mechanism for an Iranian response.

Both Iran and Syria, according to the Associated Press, have said they will respond. How, and when, is unclear.

It is unlikely the embattled Syrian regime -- and by extension its beleaguered military -- could undertake a full-blown confrontation with Israel.

Instead, Syria may rely on its allies across the region, including Hezbollah in southern Lebanon, Iran and Hamas in Gaza. However, those allies may calculate that there is not much to gain from acting on behalf of the Syrian regime.

Hamas is an offshoot of the Egyptian Muslim Brotherhood, whose Syrian branch is engaged in the revolt against the Assad regime. It is unlikely Hamas will undertake any attack on Israel for the sake of a regime with which it is increasingly at ideological odds.

Hamas has even closed its Damascus headquarters since the uprising there began, focusing instead on its own struggle with Israel. More importantly, any unilateral action by Hamas would anger Cairo's domestically embattled Islamist government which has worked to maintain a fragile calm between Israel and Hamas.?

Hezbollah is much more willing to defend the Syrian regime. Hezbollah has come to the tactical and moral defense of the Assad regime in the past two years.

However in the past, Hezbollah has also explicitly stated its weapons are for the defense of Lebanon only. It has repeatedly stated that Hezbollah does not fight for anything except the right to resist Israel's occupation of Arab lands. More importantly, there would be substantial backlash against Hezbollah within Lebanon if the entire state was dragged into a costly war with Israel.

The third possible actor in this drama is Iran. With all of the pressure it faces over its nuclear program in the international arena, Iran is unlikely to take any overt action to retaliate for the Israeli airstrike on its ally, Syria. However, to complicate matters, Iran my ramp up its support for the Assad regime by providing financial and military assistance.

Instead, Hezbollah and Iran may opt for covert operations across the globe. Recent attacks on Israeli interests in Bulgaria and India -- allegedly linked to Iran and its proxies -- have raised the stakes for direct action by Israel.

Many players in the region are dismayed by Israel?s airstrike. Even Egypt's Muslim Brotherhood, which has previously supported the rebels, has condemned the airstrike.

The Syria regime has begun to exploit this by painting Israel?s airstrike as evidence of an alliance between Saudi Arabia, Turkey and Qatar to protect Western hegemony across the region. The fact that those countries are providing money -- and, reportedly, weapons -- to rebels in Syria at the same time as Assad?s regime is being attacked by Israel is only reinforcing a perception there that Syria is the target of an international conspiracy.

That may slow down the public appetite for Assad's overthrow. It may also prove to be costliest consequence of Israel's attack.?

This stuff always amazes me. About 20 years ago when I hung out with astrophysics geeks, we were just on the cusp of being able to be in a position to start identifying exoplanets.

Now we find them all over the place, surrounding stars we never thought would be able to have them. Hell, I think the estimates for the number of planets which would exist was vastly smaller than what we know now.

The universe is far more vast and complex than we've ever guessed... and we just keep finding new stuff. And that's friggin' awesome.
