Superintendent Heath Morrison probably doesn?t get stood up much. But when he and Charlotte-Mecklenburg Schools social worker Heidi Berger arrived for a home visit with a dropout Friday morning, they found no one home.

That was no surprise to Berger, who has done hundreds of home visits. Even after you make an appointment, she said, families often decide they don?t want to deal with social workers or confront their children?s problems.

Nor was Morrison shocked. He launched a ?door to door for student success? campaign this week to get teens back in school, but also to give top administrators and elected officials a close-up look at the reality behind dropout statistics.

?It?s not easy,? Morrison said. ?Yesterday was awesome. Today?s frustrating.?

?Yesterday? was the first of two home visits Morrison opened to the media, with the understanding that students and families wouldn?t be exposed to coverage unless they agreed. The district has identified students who were enrolled last year and haven?t showed up this year. School social workers, accompanied by top administrators, school board members and mayors, are making appointments to talk to those students and their families about options for getting back on the diploma track. They contacted about 100 students in the first two days.

Thursday, Morrison and counselor Melanie Williams visited Karen Gonzales, who left Garinger High to work full time at McDonald?s when her mother fell ill. Two older sisters also had dropped out of high school. The mother was doing better, and Gonzales, who has almost enough credits to graduate, was already thinking about how to get back in school. She eagerly agreed to return, riding back to Garinger with the social worker.

Friday morning, at a middle-class subdivision in northeast Charlotte, the superintendent and the social worker knocked to no avail, even though the student was supposed to be home and the mother was supposed to meet them there.

Standing outside, Morrison and Berger talked about the challenges of getting teens back on track.

On Thursday, Berger had met with a 19-year-old whose mother described him as ?a slow learner,? but who had never qualified for special education services. He?s looking for work, but finding a job without a diploma is difficult.

That student has only half the credits needed to graduate, so returning to a regular high school isn?t practical. Berger outlined several options, including alternative schools in CMS, a charter school, Job Corps and the GED program at Central Piedmont Community College.

Morrison noted that tracking down dropouts and making home visits is nothing new: ?CMS does have social workers that have been doing this for a long time, and doing a great job.? Adding the high-level visitors is designed to boost the public profile and provide policymakers with a deeper understanding of the issues.

Morrison is likely to include new options for struggling students as part of the plan he?ll unveil after 100 days on the job. When he was superintendent in Reno, Nev., he created ?reclamation centers? located in areas with lots of at-risk students. Not only can potential dropouts earn credits online, with assistance designed to get them back into regular schools, but groups providing social services work to support the entire family.

Morrison wouldn?t say whether he wants to launch a similar program in Charlotte, but he said CMS needs more options. And the community has a strong base of partners eager to help, he said.

Morrison said he?d also like to replicate the CMS Performance Learning Center in more locations around Mecklenburg County. The center, created in partnership with Communities in Schools, offers online classes with teacher support for students who haven?t done well in traditional high schools.

Forty-five minutes after Friday?s scheduled appointment, the student and her mother pulled up. Morrison and Berger went in to talk with them. They didn?t want to talk to reporters, and Morrison wouldn?t give personal details. But he said the student is interested in graduating from CMS and will have a follow-up appointment with Berger. Morrison said he told the girl he wants to hand her a diploma.

Mother and daughter pulled out, but a couple of minutes later, their SUV looped back. The student wanted her picture taken with Morrison and Berger.

They looped their arms around her while a CMS staffer took a photo. She and her mother drove away again ? with proof that someone at the top cares about her future.

New ad seeks to show Romney's compassionate side

WASHINGTON (AP) ? TITLE: "Too Many Americans"

LENGTH: 60 seconds.

AIRING: Mitt Romney's campaign did not disclose where the ad is running.

KEY IMAGES: Romney, wearing a check-pattern shirt open at the collar, speaks into the camera. "Too many Americans are struggling to find work in today's economy. Too many of those who are working are living paycheck to paycheck, trying to make falling incomes meet rising prices for food and gas."

He says more people are living in poverty than when President Barack Obama took office and that 15 million more are on food stamps.

"President Obama and I both care about poor and middle-class families," Romney says. "The difference is my policies will make things better for them. We shouldn't measure compassion by how many people are on welfare. We should measure compassion by how many people are able to get off welfare and get a good-paying job."

Romney adds that his plan will create 12 million new jobs over four years to help families escape poverty and strengthen the middle class.

ANALYSIS: Romney is trying to convince voters that he can do a better job fixing the economy than Obama but, beyond claiming that his plan would create 12 million jobs, he doesn't say anything in the ad about what his plan entails.

The ad is an attempt to show a more compassionate side of Romney after his campaign was stung by the release of secretly recorded video of Romney speaking at a private fundraiser in May and disparaging the "47 percent" of Americans who don't pay federal income taxes as government-dependent Obama supporters who see themselves as victims and won't take responsibility for their own lives.

Public opinion polls conducted after the "47 percent" was made public last week give Obama the advantage in battleground states, including Ohio and Virginia.

The ad tries to cast Romney as someone who understands the challenges faced by families struggling to make ends meet under trying economic times. The sluggish economy has long been front and center in the presidential contest. Democrats have sought to portray Romney as a wealthy former venture capitalist who cannot relate to the worries and economic woes of average folks.

Romney's campaign has tried on several fronts in recent weeks to warm up the former Massachusetts governor's image for voters, including a speech by Romney's wife, Ann, at the Republican National Convention that focused heavily on Romney's personal qualities, including his compassion.

Obama is running an ad in seven battleground states that is somewhat similar in style to Romney's. In that ad, the president also speaks into the camera and promotes his economic plan and a "new economic patriotism."

This type of straightforward candidate-as-narrator ad is more commonly used during the closing days of major races. Both of these ads come as early voting gets under way in some states.

In the letter he says, Apple is "extremely sorry" for releasing a subpar product and "we are doing everything we can to make Maps better."

He even tells customers to try other apps while Apple fixes its maps: "You can try alternatives by downloading map apps from the App Store like Bing, MapQuest and Waze, or use Google or Nokia maps by going to their websites and creating an icon on your home screen to their web app."

We're floored. This is very unlike Apple. But, it's a new era at Apple with Tim Cook in charge. And really, he didn't have much wiggle room. Apple was and is getting hammered over its faulty maps app.

Belarus's mis-labelling of fuel exports costs Russia $1 billion

MINSK (Reuters) - Belarus has dodged about $1 billion in customs duty payments to Russia this year by exporting gasoline and other oil products under the guise of solvents and thinners, official data shows, infuriating Moscow.

Authorities in the small ex-Soviet republic say that, after a sharp rebuke from Moscow, they have now ended the practice.

A Russian government source, however, told Reuters in Moscow that Belarus was still violating the terms of its preferential trade status.

The affair will strain even further Belarus's on-off relations with its former Soviet master, whose energy supplies keep its economy afloat. But Russia, which has a strategic interest in keeping its troublesome ally in its sphere of influence, may either quietly kiss off the loss or hold the affair as a trump card to play in future dealings.

Russia, which collects hefty export duties from sales of crude oil, does not levy duty on oil supplies to Belarus and Kazakhstan because they are foreign trade allies in a Moscow-led customs union.

In return, however, these countries are expected to repay to Russia most of this duty if they refine the imported oil and export it as fuel and other oil products. The duty repayable on gasoline exported to world markets is 90 percent of that for crude.

But, in a move highlighting the unusual political and economic relationship between the two countries, Belarus this year began exporting oil products which figured in cross-border customs documentation as "complex organic solvents", the Russian government says.

Under customs union regulations, solvents and thinners can be exported to world markets duty-free.

According to data published by Belarus' Customs Committee this month, the former Soviet republic exported 3.276 million metric tonnes (3.611 tons) of goods which were described in customs documentation as "other chemicals" in January-July this year. This was a five-fold increase year on year.

Data from the state Statistics Committee for the same period shows that of that volume, solvents and thinners accounted for 3.243 million tonnes.

All was exported to the European Union area: ninety-two percent going, in equal parts, to the Netherlands and Latvia, while the remainder was shipped to Lithuania and Estonia.

If this had been subject to the normal level of gasoline export duties - which averaged about $378 per metric tonne in January-July - this year's additional export volume could have incurred about $984 million in duties.

RUSSIA COMPLAINS

Russian Prime Minister Dmitry Medvedev complained when he visited Minsk in June and Belarus stopped solvent exports in August, Prime Minister Mikhail Myasnikovich said this month, citing an instruction from President Alexander Lukashenko.

"The last trainload left on August 4," Myasnikovich said, adding that the step was taken to alleviate Russia's concerns.

Minsk, however, insisted its activities were in line with the protocol of its trade treaty with Moscow.

"We have not broken any article of the customs union's customs code," Myasnikovich said.

Myasnikovich said he would discuss the issue further with Medvedev at a summit of Commonwealth of Independent States prime ministers in Ukraine on Friday.

A source in the Russian government contradicted this assertion by Minsk and said Belarus was still exporting solvents.

"They have said they understood (our concerns) but they have not understood anything. They keep pumping solvents (abroad). We are talking about millions of tonnes," the source, who did not wish to be identified, said.

This official said Russia estimated damages in lost revenue at about $1 billion and hinted at possible punitive action if the affair was not settled amicably.

"We have levers, including (gas and oil) taps," the source said.

Belarus' government and Russia's Energy Ministry had no comments on the issue.

The Russian government said this month it was considering introducing an export duty on solvents, equal to that for fuels.

The affair highlights the unusual and often testy relationship between Belarus - a country of 9.5 million whose leadership is politically at variance with the West - and Russia.

The matter is certain to be raised in bilateral talks at Friday's CIS prime ministers meeting. But despite the heavy hint of retribution, Russia might - given the symbiosis of the relationship - prefer not to create a fuss now.

Run by Lukashenko since 1994, Belarus has positioned itself as Russia's closest ally in the territories of the former Soviet Union. The two nations signed an agreement in 1999 which was supposed to create a unified state and their joint border is an open one under the customs union arrangement.

However, the unification project has never taken off and, according to Western diplomats, Minsk has for years tried to play Russia and the West against each other in order to secure political and economic concessions from both sides.

Just this week Lukashenko came under fire from international monitors over a September 23 parliamentary election which they said was not free or fair.

A Moscow-led CIS observer team, on the contrary, supported Lukashenko, saying the election was fair and it condemned the judgment of the Organization for Security and Cooperation in Europe as "politicized".

But Lukashenko's often eccentric style of rule and his bouts of flirtation with the West have often irked Moscow over the years.

Last year, a severe balance-of-payments crisis caused by excessive government spending in the run-up to the 2010 presidential election forced Belarus to accept tough terms of a Russian bailout package.

In return for about $5 billion in loans and investments, Minsk pledged to sell off its key assets such as gas pipelines, which were snapped up by Russia's Gazprom.

This year, Lukashenko warned his government against rushing privatizations, indicating he was unhappy with terms offered by Moscow.

AngloGold says illegal strike spreads in South Africa

JOHANNESBURG (Reuters) - An illegal strike spread through AngloGold Ashanti's South African operations on Wednesday, while Anglo American Platinum said it could start firing unlawful strikers on Thursday, as the country's miners grapple to rein in weeks of labor unrest.

A wave of wildcat action is roiling South Africa's mines despite the end of an illegal six-week stoppage at platinum producer Lonmin in which 46 people were killed and the price of the white metal was pushed higher.

Mining shares tanked in Johannesburg on Wednesday, with Amplats losing almost 4.5 percent after it said it has lost 20,000 ounces to the strike action since Sept 12, while AngloGold shares shed over 3 percent.

Most of AngloGold's 35,000 workers have joined the wildcat action that began last week at its Kopanang mine, spokesman Alan Fine said. The company is the world's No.3 bullion producer and South Africa accounted for about 32 percent of its global output of close to 2 million ounces of gold in the first half of 2012.

Illegal strike action has also gripped Gold Fields and the world's top platinum producer Amplats, a unit of global mining group Anglo American.

Amplats said in a statement that attendance at its four Rustenburg mines remained below 20 percent. It said it would take action against those who remained on strike on Thursday, including dismissals.

It has made such threats before but then extended the deadlines, perhaps mindful of the violence unleashed when rival Impala Platinum fired strikers in January.

Much of the platinum sector in South Africa has been battling with soaring costs and weak demand and Anglo American launched a review of its Amplats' operations months ago.

"Our Rustenburg mining operations are under considerable economic pressure and their future is already under review," Amplats' chief executive Chris Griffith said.

RED RAG

The steep 11 to 22 percent pay hikes extracted in the bloody standoff at Lonmin have been a red rag for others in an industry marked by glaring income and wage disparities.

ANC renegade Julius Malema, a populist who has backed the wildcat strikes and called for the nationalization of the country's mines, said he planned to address Implats' workers on Thursday to encourage them to press for higher wages.

"Tomorrow I'm going to a mine, Impala mine in Rustenburg. I'm going to encourage the workers to demand 12,500 (rand a month)," Malema said outside a court in the northern city of Polokwane where he was charged with money laundering.

Malema, the former head of the ruling ANC's Youth League who was ousted from the party for ill-discipline in April, is tapping into a swelling vein of anger among miners to revive his political career and campaign to unseat President Jacob Zuma.

Lesiba Seshoka, spokesman for the National Union of Mineworkers (NUM), said the AngloGold strikers wanted a minimum of 16,000 rand ($2,000) a month but the company said it had not received a formal wage demand yet.

If the demand is 16,000 rand it would represent a rise of as much as 400 percent on the basic wages of the lowest-paid workers in the sector. AngloGold and some of its rivals have two-year wage deals that are in place until the middle of 2013.

The NUM does not support the strikes but elsewhere demands have included the resignation of its leaders, a reflection of discontent among miners who regard the union as out of touch and too close to mine managers and the ANC government.

Gold Fields, the world's fourth largest producer, said on Tuesday workers had reneged on a deal NUM claimed to have sealed to end a two-week strike at its KDC West operation in South Africa and miners at its Beatrix mine had also downed tools.

?Illegal strikes erupted in the platinum sector in the form of a bloody turf war between the NUM and the more militant Association of Mineworkers and Construction Union (AMCU).

The strikes have now spread elsewhere but there is no evidence yet of AMCU involvement in the unrest.

British, Chinese among 19 dead as Nepal plane crashes on takeoff

KATHMANDU (Reuters) - A small plane crashed shortly after takeoff from the Nepali capital of Kathmandu on Friday, killing 19 people, including seven British and five Chinese passengers, an airline official said.

The twin-engine propeller-driven Dornier aircraft, owned by private firm Sita Air, had taken off from Kathmandu for Lukla in the Mount Everest region when it crashed in a field near Kathmandu airport, police said.

The weather was clear at the time and the cause of the crash was not immediately known. Four Nepali passengers and three Nepali crew were among the dead.

The FBI and local police in Michigan plan to take soil samples from the backyard of a house in the Detroit suburb of Roseville on Friday, acting on a dying man's tip that the body of former Teamsters President Jimmy Hoffa might be buried there.

Authorities have chased down hundreds of would-be leads since Hoffa disappeared 37 years ago after he met with two top Mafia operatives at a restaurant in Bloomfield Township, another Detroit suburb, in July 1975. All have led to dead ends, but authorities said this lead could be different.

NBC station WDIV-TV of Detroit reported that?an unidentified man who is dying from cancer told Roseville police that he saw men moving a black bag at the garage of the house just hours after Hoffa went missing. Acting on the tip, authorities?ran radar tests last week that picked up an image of something buried beneath a cement slab in the backyard.

Roseville Police Chief James Berlin confirmed that investigators had received the tip, telling the Detroit Free Press that "the information seemed credible, so we decided to follow up on it."


The newspaper reported that the house is in the 18700 block of Florida Street in northern Roseville, about 20 miles northeast of Detroit.

The disappearance of Hoffa ? who ran the International Brotherhood of Teamsters, the country's biggest labor union, from 1957 to 1971 ? has long been a staple for conspiracy theorists. At various times, his body was posited to have been buried under Giants Stadium in East Rutherford, N.J.; beneath General Motors headquarters at Detroit's Renaissance Center; on a farm in Hartland Township, Mich.; in a field in Milford, Mich.; and even on the grounds of the White House.?

What is known is that Hoffa, who was then 62, was chafing at restrictions on his activity in the Teamsters that President Richard Nixon imposed when he commuted Hoffa's 1967 federal prison sentence for fraud and jury tampering in 1971 (he continued to run the union from his prison cell). On July 30, 1975, Hoffa met with?Anthony "Tony Jack" Giacalone, capo of the Detroit Mafia, and Anthony "Tony Pro" Provenzano, a former Teamsters vice president who was also a captain in the Genovese crime family, at a restaurant called the Machus Red Fox in Bloomfield Township.

In a 1976 "here we stand" memo published several years later, the FBI speculated that Hoffa reluctantly agreed to the meeting to try to smooth over differences with?Provenzano and Giacalone, who were reportedly perturbed that Hoffa was trying to get back into the Teamsters' leadership, That, presumably, would have lessened the mob's control over the union.

"It is believed that the hit, if there was one, would have been approved at very highest levels within the Organized Crime structure," the FBI concluded. "If this be the case, it would tend to lend credence to the evidence that PROVENZANO or certainly someone at his level, both within the Teamsters Union and (Mafia), was responsible."

Hoffa's body has never been found. Provenzano was later convicted of an unrelated murder and died in 1988; Giacalone, who was imprisoned for tax fraud, died in 2001.

Foxconn reopens huge China factory after riot

TAIYUAN, China (Reuters) - A Chinese factory owned by iPhone assembler Foxconn resumed production on Tuesday after a riot involving 2,000 workers had forced it to close for 24 hours, in an incident that put Chinese labor conditions back under the microscope.

The huge factory that employs some 79,000 workers in northern Taiyuan city erupted into violence late on Sunday and into the early hours of Monday morning after what the plant's owner, Foxconn Technology Group of Taiwan, described as a personal dispute that spun out of control.

Workers on Tuesday morning walked back through the gates of the factory, which was still ringed by police and showed clear signs of damage caused by the fighting, in which 40 people were injured, according to Foxconn and Chinese local media.

Some gates were still flat on the ground, having been bent over, and windows were smashed. A loud speaker on a loop recording called for people to maintain social order.

Foxconn, which assembles Apple's iPhones as well as making components for other global electronics firms, has faced accusations of poor conditions and mistreatment of workers at its plants in China, where it employs about 1 million people.

The company says it has been spending heavily in recent months to improve working conditions and to raise wages.

Foxconn spokesman Louis Woo said on Tuesday that the one-day closure would not disrupt supplies from the factory.

"We have 79,000 people working in the Taiyuan campus, and we always have spare inventory," Woo said.

Foxconn does not confirm which of its plants supply Apple, but an employee told Reuters that the Taiyuan plant was among those that assembled and made parts for Apple's iPhone 5.

Foxconn said in a statement the incident had escalated from a row between several employees at around 11 p.m. on Sunday in the privately managed workers' dormitory, and was brought under control by police at around 3 a.m.

Comments posted online, however, suggested security guards may have been to blame.

Foxconn is the trading name of Hon Hai Precision Industry Co, the world's largest contract maker of electronics.

The business case for fighting corruption - Transparency International

With countries under pressure to create growth and jobs, especially for the young generation just entering the job market, dealing effectively with corruption is not only an ethical imperative; it is an imperative for the well-being of the economy and society.

Elaine Dezenski, Senior Director and Head, Partnering Against Corruption Initiative, World Economic Forum, explores the business case for fighting corruption.

When the World Economic Forum recently asked business leaders in more than 144 countries what the most problematic factors are for doing business in emerging markets, this is what they said: in Russia, business leaders said corruption is the single biggest economic problem. ?In India, corruption is the second biggest problem for long-term prosperity. In China and South Africa, corruption is the fifth biggest hurdle to growth and prosperity. That means that China, as the most competitive of the BRICS emerging markets, and Africa?s most productive economy are massively held back by corruption. Imagine what these and other societies could achieve if only they could effectively tackle this challenge.

And the public in these countries is demanding more decisive action. Widespread discontent with corrupt practices in many forms has increased, arguably reaching a tipping point in certain countries, contributing to regime changes and paralysing governments that have to deal with successive corruption scandals. This momentum should be leveraged fully to bring about game-changing action. But it requires coordinated and decisive action among leaders from all sectors.

The good news is that business understands its own role in this fight. In its most recent survey of business people, Transparency International reports that nearly 80 per cent of respondents from businesses around the world believe that their companies have an ethical responsibility to fight corruption.

A deeper dive in the data reveals a more complicated but nonetheless interesting picture. For example, we can see divergent views across the BRICS group of emerging markets. Of those responding from Brazil, 98 per cent agree with the ethical imperative of businesses to fight corruption, compared to 71 per cent from India to a low of 45 per cent of respondents from Russia.

Never before has corruption, transparency and a level playing field been so strategically crucial for business. Taking a leadership role is not just a matter of ensuring organisational compliance for business; it is a strategic imperative for every CEO.

As global businesses have been looking increasingly to emerging markets for a higher proportion of their revenue and investments, they have realized that standards of transparency and rule of law, and anti-corruption policy and regulation vary widely across these markets. When the same playing field does not apply to all competitors, those that play by the rules are likely to be punished for it.

Moreover, corporate boards around the world can no longer claim ?plausible deniability? and are increasingly being held accountable when corrupt practices are revealed.

But no one would argue that achieving transparency across global operations has become any easier. The complex global business environment often means that headquarters does not have a full view of operations in remote locations. Just think about the complexity of supply chains and the risks they face.

And it is hard to argue that global efforts have substantially stemmed the tide of corrupt practices. The way we have done business for many years has contributed to the current environment. Some legal regimes are changing, but cultures need to change, too, and some global businesses are sharing that experience of changing cultures and changing business.

There is good evidence that business cultures are in fact shifting in the right direction. Seventy-five per cent of those surveyed by Transparency International indicate they would get involved in their organisation?s fight against corruption, so CEOs need not fear they are acting alone.

Established in 2004, the World Economic Forum?s Partnering Against Corruption Initiative (PACI), comprised of more than 100 private sector organisations from around the world, is supporting a strategic business dialogue that links anti-corruption and establishing a transparent environment for businesses as a strategic imperative to achieving growth, competitiveness and risk resilience.

Global agenda setting is just one aspect of the engagement. PACI also offers a neutral space to link high-level business-government dialogue to game-changing initiatives at the regional and country level.

Pervasive, entrenched corruption is one of the World Economic Forum?s top 50 global risks. In the Global Risks 2011 report, the global risks of corruption, organised crime and illicit trade comprised one of three major risk ?cases? that require greater attention and action from both business and government leaders.

Corruption is now recognised as one of the key barriers to continued economic growth. PACI will focus on connecting its members with governments from emerging markets, linking the business anti-corruption platform to improved competitiveness, risk resilience, economic growth and opportunity. And, ideally, to your next job.

The first focuses on business people?s views of their company?s duty to combat corruption. The graphic below shows a selection of the results from around the world. With almost four out of every five business people surveyed believing that their company has an ethical duty to fight corruption (see Question 3 of our survey), we also wanted to know what these business people felt their role was as employees and individuals. The results are encouraging (see Question 4). Eighty-seven per cent of business people surveyed would support their colleagues or friends if they fought against corruption and three quarters of respondents could imagine themselves getting involved personally. The same proportion of respondents would report an incident of corruption. Again, the results vary by country surveyed, but in all countries, the majority of business people clearly felt that they have a personal role to play in the fight against corruption.

Is Lebanon becoming Syria's Western front?

Anti-Assad politicians in Lebanon are calling for the deployment of United Nations peacekeepers along the country's volatile northern border with Syria to curb Syrian troop incursions and artillery shelling as some locals pack up their bags.

The calls come amid rising concerns that Lebanon's northern border, where support for Syria's rebels runs deep, is being dragged into the worsening conflict next door. But the request for a UN presence is likely to go unheeded, given Lebanese government opposition and international reluctance to risk getting embroiled in the conflict by dispatching foreign troops.

The Lebanese government, the bulk of which is composed of allies of Damascus, says it will take a strong stand against Syrian border violations but rejects the idea of allowing UN peacekeepers into north Lebanon.

"When the Syrian shelling of Lebanese areas occurs, we will not disassociate ourselves but will protest," Najib Mikati, the Lebanese prime minister, told reporters earlier this month. "When there are attempts to destabilize Lebanon from Syria, we will not disassociate ourselves, and we will take necessary measures.?

But he ruled out the deployment of the 11,500-strong UN peacekeeping force known as UNIFIL in south Lebanon to the north. "Is it the right time?" he asked rhetorically. "Is UNIFIL ready to deploy along the border?"

Last week, the parliamentary coalition requested the deployment of UNIFIL troops along the northern border and the expulsion of the Syrian ambassador to Beirut and lodged a complaint with the Arab League at Syria's repeated border violations.

UNIFIL has been present in south Lebanon since 1978 but was heavily reinforced in the wake of the 2006 war between Israel and Lebanon's militant Shiite Hezbollah organization. The UN Security Council Resolution 1701, which defines UNIFIL's post-2006 mission, includes a clause that permits it to help the Lebanese authorities prevent the smuggling of arms into Lebanon. The clause specifically refers to preventing the transfer of weapons from Syrian territory to Hezbollah's arms caches inside Lebanon.

But as far as pro-government Syrians are concerned, the security problem is on the Lebanese side of the border, where members of the Free Syrian Army (FSA) are hosted by sympathizers who give them a safe haven to regroup, plan operations, treat wounded, smuggle arms into Syria, and mount periodic cross-border attacks against Syrian Army positions.

The scale of FSA activity in north Lebanon is minimal compared to that of Turkey, the main external base of the armed Syrian opposition. But the nightly Syrian artillery bombardments of a string of Sunni-populated border villages in the Akkar Province of north Lebanon, as well as cross-border raids elsewhere along the frontier, are attempts to interdict FSA militants crossing the border and to punish their Lebanese supporters.

In Nourat al-Tahta, a small, hardscrabble village less than a mile from the border, the strain of enduring nightly shelling is beginning to take effect.

"We are very worried that the Syrians will cross the border and invade the village," says Abu Hussein, a farmer who is hosting a number of Syrian refugees and FSA militants in his small house. "Some farmers are selling their livestock and moving out of the village because they are so worried about the Syrian soldiers coming here."

One burly, bearded member of the Tel Kalakh Martyrs? Brigade, an FSA unit from the eponymous town two miles north of the Lebanese border, says his job is to smuggle weapons into Syria, a task that has grown even more hazardous since Syrian troops began lacing both sides of the border with land mines to catch infiltrators.

It's unclear if the Lebanese authorities are aware of this recent and seemingly localized development of land mines on its territory, but the issue is unlikely to be addressed either way due to the dangers in approaching this section of the border.

He recalls a trip he and eight other men made days earlier, crossing the Kabir river, which marks the border, laden with backpacks filled with rifles and ammunition.

?I and one comrade had crossed the river when we heard an explosion behind us on the Lebanese side. Two of the guys had tripped a landmine and lost a leg each,? he says.

The FSA fighters say that they are seeking ever more sophisticated weapons to confront the Syrian Army, which has the advantage of air power and artillery.

?We are negotiating the purchase of a Strella for $9,000,? says Mohammed Layla, a Tel Kalakh Martyrs? Brigade unit commander, referring to the SAM-7 anti-aircraft missile available on the Lebanese black market. They are also attempting to purchase a multiple rocket launcher and 16 107mm rockets.

?They are asking $70,000, but we are telling them it?s too much,? Layla says.

The Lebanese Army has reinforced its presence in the northern border area, but there is little more it can do. Returning fire at Syrian Army positions is politically out of the question. But chasing and detaining FSA militants in Lebanon will simply incur further anger from Lebanese Sunnis who support the Syrian opposition and already distrust the Army.

If elements from UNIFIL or fresh UN forces were deployed to the northern border to support the Army, they too would face the same constraints, analysts say. They could also find themselves once more in the jihadist firing line.

The threat posed by Lebanon-based Al-Qaeda-inspired factions toward UNIFIL seems to have dissipated lately. And our state?s hospitals were offering even more assistance than the federal government required. That meant that someone was already paying for the cost of treating people who didn?t have health insurance. If we could get our hands on that money, and therefore redirect it to help the uninsured buy insurance instead and obtain treatment in the way that the vast majority of individuals did ? before acute conditions developed ? the cost of insuring everyone in the state might not be as expensive as I had feared.

?The whole idea of Romneycare was to avoid this kind of free riding,? Gruber told TPM.

The Republican nominee made the same point while running for president in 2008. In March 2010, the year ?Obamacare? was enacted, he was still arguing that the guarantee of emergency room coverage ought to be supplemented by bringing Americans into the insurance system.
